Customers of local business would be able to "round up" on their purchase receipts the total of their purchase to the next even dollar (or add additional dollars), with the difference going to help the Friends of the Long Beach Libraries.&lt;/p&gt;&lt;p&gt;Businesses would also be encouraged to match customer contributions one-for-one.&lt;/p&gt;&lt;p&gt;Schipske points out that Long Beach Libraries face a short-fall in funding. "We need not only to find the money inside City Hall to keep our libraries open, but we need to also to look to creating private-public partnerships -- like the Long Beach Library 'Round-Up' for additional funds."&lt;/p&gt;&lt;p&gt;Schipske believes that additional fiscal responsibility by the City Council and private-public partnerships which allow citizens to voluntarily donate to the libraries may prevent the City from assessing a parcel tax for the libraries.
